Winning Hearts and Minds; Yangon Chief Minister or Senior General?


On 5th of June 2020, the army representatives and some members of the opposition parties tabled a motion for vote of no confidence in the Yangon Regional Parliament. This is not a very surprising move in any democratic countries. Any opposition party leader can call for vote of no confidence. However, there are only three opposition MPs in the Yangon regional parliament and they needed the support of the military appointed MPs to table a vote of no confidence in incumbent Chief Minister Mr Phyo Min Thein. They did so with the blessing of their Commander in Chief, Senior General Min Aung Hlaing. Therefore, I have decided to do a survey and asked a simple question of who do you believe more? Incumbent Chief Minister of Yangon, Mr Phyo Min Thein or the notorious army chief Senior General Min Aung Hlaing, because he is effectively the opposition leader in Burma.


First of all, I am worried whether people will vote for my survey or not. I did a few survey in the past. My first survey was on the issue of a person who broke the coronavirus lockdown rule and only around 1500 people responded. Second survey was about the view on the reconciliation in Burma and total of 3000 people responded. This time, this survey was very popular and caught the public mood. I managed to receive nearly 40000 responses during first 24hr and ended with nearly 85000 within 48hrs. So it was a very successful survey for me. Total of 11000 out of 85000 are invalid because they came from the same IP address in Naypyidaw (Burma’s capital) and from Moscow where some military personals are trained.



The only valid result is as follows; 72% voted for Yangon Chief Minister Mr Phyo Min Thein and only 28% believe in Senior General Min Aung Hlaing. Even if you consider all votes including invalid ones, Yangon Chief Minister still ahead with 65% and Min Aung Hlaing is only 35%.



Is the result important? This is a competitive head to head vote between the next generation leader from NLD and possible opposition leader Senior General Min Aung Hlaing and not even a comparison between the general and the lady who is like a Goddess figure in Burma.


In conclusion, I accept the fact that my survey is not a scientific one. However, I am glad that even some army personals and their relatives tried to participate in support of their military leader, and they failed. The public overwhelmingly voted for Chief Minister Mr Phyo Min Thein. This is something my army needs to reflect why people don’t believe their leader Senior General Min Aung Hlaing. At the end of the day, winning hearts and minds in the 21st century is more difficult than winning a battle. Yangon Chief Minister managed to do that without the army.
